Executive Team

Dr Dirk Taljaard

Dr Dirk Taljaard is the Co-Founder and CEO of CHAPS with an extensive background in social sciences and behavioral research. His involvement in bio-medical research with behavioral components began in the mid 90s due to the pressing needs around HIV/AIDS research in South Africa.

Dirk has served as the local Principal Investigator and Project Manager for both phases of the Orange Farm Medical Male Circumcision study.  This study was the first to show a link between medical male circumcision and HIV infection.

He has proven track record and strong skills in program design and strategy development, proposal & grant writing, donor funds management: Some of the funds managed include:

  • United States Agency for International Development (USAID)
  • Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM)
  • France Recherche Nord & Sud Sida-hiv Hépatites (ANRS)

He has extensive experience in piloting and scaling up interventions and the project management and financial management of large HIV service delivery programme. He also actively engages in government consultations and liaison and heads up demand creation at the Ngo he heads up in South Africa.

Dr Josephine Otchere-Darko

Chief Technical Director

As the Chief Technical Director of CHAPS, Dr Josephine Otchere-Darko  heads up the technical department, and oversees the counselling, social work, QA, training and technical assistance, and clinician management functions in the organisation. She has a medical degree from the Medical University of South Africa, as well as an HIV Management Diploma and is currently studying her Masters in Public Health. With over 10 years experience in HIV and 8 years in MMC, Dr Otchere-Darko’s experience also extends to HIV/TB disease management (ART), HIV prevention and patient counselling, TB direct observed treatment, short course (DOTS), and PMTCT. She was also involved in the clinical management of infectious diseases and investigation and management of outbreaks in Africa. As a medical doctor, she is adept at good clinical practice, basic life support and advanced cardiovascular life support.

Zelna Black

Chief Executive Officer

Zelna Black brings over 25 years of financial and HR working experience in South Africa, including 11 years of accounting, human resources, operations and financial management of large-scale, complex international development programs.

Zelna started as the Chief Financial Officer at Chaps in December 2016 and she has served as the Associate Finance Director and the Finance and Operations Director under five multimillion-dollar capacity development projects for two international NGOs for the past eight and a half years. In these roles, she managed the internal Finance department, Operations, IT and HR departments.

Through the GCBS and UGM projects and her position as Senior Contracts, Finance and Administration Advisor with at another international NGO (2003-2006), Zelna has demonstrated experience managing large budgets, adhering to US Government financial reporting and compliance requirements and supervising up to 30 staff. She also managed two multi-million contracts in South Africa and rendered regional assistance to projects in Kenya and Tanzania, oversaw budgets and handled the full HR function of the office, oversaw the annual compliance audit and trained staff.

Through her work with PriceWaterHouseCoopers and the three INGOs, Zelna has worked with SMEs and CSOs to assess systems of internal control, developing recommendations for improvement, and providing advisory services and trainings in financial management and tailored VAT and PAYE compliance trainings to clients. Through her role as supervisor and trainer in the aforementioned positions, Zelna has developed strong interpersonal and team building skills and is a well-respected member of the management team.

Zelna also served as Tax Assessor and Auditor for seven years at the South African Revenue Services and in her spare time she is an athlete with several completed marathons and ultra-marathons.
